Hatched Recruitment Group is recruiting on behalf of Lisburn & Castlereagh City Council for an experienced Estate Manager to join the Regeneration & Growth directorate, working within the Council''s Assets Unit.
About the Role
This is a fantastic opportunity for an experienced asset management professional to lead the planning, delivery and improvement of Estate and Asset Management across the Council''s property portfolio. You''ll manage and co-ordinate the Estate Management Service Section, working in partnership across all Directorates to help the Council get the best value and benefit from its assets.
Key Responsibilities
- Manage the Council''s Estates Strategy, Condition and Energy programmes, including a Corporate Landlord Asset Management Model
- Advise on property acquisitions, disposals, leasing and licensing
- Oversee site/building surveys, project design, budget estimates and business cases
- Manage planned preventative maintenance contracts, tenders and works supervision
- Oversee statutory compliance including asbestos, legionella, and health & safety across Council properties
- Manage energy and utility use, reduction measures and statutory energy reporting
- Line manage staff, setting objectives and supporting development
- Prepare reports for Council committees and contribute to budgetary planning
- Deputise for the Head of Assets as required
What You''ll Need
- A third-level qualification (degree, NVQ Level 4 or equivalent) in Estate/Asset Management, Engineering, Construction or a related field - or 5 years'' relevant experience if you don''t hold a formal qualification
- A minimum of 3 years'' post-qualification experience in a comprehensive asset management role, covering property acquisition/disposal, energy management, statutory compliance, procurement and contract management, project planning, and staff supervision
- A full, current UK driving licence and access to a vehicle
- Working knowledge of CDM Regulations, Building Regulations, Health & Safety Regulations, British Standards and forms of contract relating to construction
- Working knowledge of energy and building management systems
