The Planning and Development service is shaping the places our residents and businesses use every day. We do this by working with and holding developers or land owners to the high standards in our bold Local Plan and the London Plan. The Development Delivery team is focused on ensuring residents benefit from affordable homes, accessible public spaces, job opportunities, and social infrastructure. This is a leadership role in our newly established Development Delivery team – leading on planning obligations with a team of six officers reporting to you. You will ensure that development delivers reasonable contributions to infrastructure and council services, while maintaining autonomy to implement service improvements with support from a senior manager. Collaboration with the team to deliver high-quality outcomes is essential.The team manages financial and non-financial matters related to compliance with deeds of planning obligation, including casework on themes such as transport, socio-economic development, financial viability, affordable housing, and related planning matters. Financial duties include income collection, allocation, reconciliation, governance checks, and gatekeeping expenditures. Quarterly reporting to TfL and the council’s capital and assets oversight board is required; annual statutory reporting is supported by a report to the strategic development committee.The team negotiates outcomes with developers/land owners, internal service areas, infrastructure providers, and members to support delivery of planning outcomes. You will shape the work programme and ensure key milestones are met.Responsibilities

Lead planning obligations in the Development Delivery team (six officers) and ensure contributions to infrastructure and council services.Establish service improvements and internal controls with support from a senior manager.Manage financial and non-financial governance related to deeds of planning obligation; assess submissions on planning-related themes.Oversee income collection, allocation, reconciliation, and governance for expenditure releases; provide quarterly reports to TfL and the council’s oversight boards.Negotiate outcomes with stakeholders including developers, land owners, internal service areas, and infrastructure providers.Set the team’s work programme and manage key milestones.About You / Qualifications

Professional accreditation such as MRTPI or MRICS, or working towards membership; or a project management qualification with relevant experience.Proven leadership or demonstrated leadership qualities; collaborative approach to developing and supporting colleagues.Ability to prepare and present reports to inform, influence, or engage on planning obligations and site-specific considerations.Financially astute with attention to detail to safeguard public funding; enforce internal controls.Strong understanding of statute, case law, and appeal decisions to inform delegated decisions and ways of working.Ability to engage with residents, members, senior leaders, developers, land owners, and infrastructure providers, while allowing the team to shine.Commitment to equality, diversity and inclusion in employment and service delivery.How to Apply / Timeline
