The Corporate Housing Performance Manager is a new role which will play a pivotal role in monitoring and reporting on the performance of Ealing Council''s Housing services, holding primary responsibility for the performance oversight and robust assurance of the authority''s housing services.
You will steer the Housing Performance Board, collaborate closely with internal housing teams, and provide corporate assurance to the Chief Executive regarding the effectiveness, compliance, and value delivered by housing services.
Key Responsibilities
- Plan, coordinate and develop the work of the Executive Housing Performance Board to ensure that the organisation''s housing provision meets the highest standards of quality, regulatory compliance, and customer satisfaction.
- Develop an executive reporting and assurance dashboard for the board, agreeing performance indicators, and working with the service to provide accurate and timely performance data.
- Ensure agendas are relevant, actions are tracked and escalated where necessary, and that all voices are empowered to contribute to a culture of transparent performance management.
- Develop and maintain clear and robust mechanisms to provide the Chief Executive and SLT with independent assurance over the performance of housing services. Produce regular reports and analysis, highlighting risks, trends, and opportunities for improvement.
- Engage with external auditors, regulators, and peer reviewers to underpin the credibility and rigour of assurance processes.
- Work with the service to establish and continually refine performance frameworks, dashboards, and benchmarking tools to monitor, evaluate, and drive improvement in all aspects of housing service delivery.
- Set stretching but achievable targets in consultation with housing teams, and support the development and delivery of action plans where performance gaps or risks are identified.
- Foster collaborative working across all housing service areas, acting as a conduit for best practice and cross-team learning.
- Ensure that the council''s housing services remain compliant with all relevant legislation, regulatory frameworks, and government guidance.
- Build constructive relationships with housing teams, elected members, partner agencies, regulators, and the wider community, ensuring performance information is accessible, meaningful, and promotes trust in council services.
- Identify, assess, and escalate risks impacting housing performance and compliance. Develop mitigation strategies and ensure learning from incidents, complaints, and service failures.
- Scan the horizon for national and international best practice in housing performance and champion the adoption of innovative approaches, technologies, and partnerships.
Essential Experience
- Substantial experience of performance management in a housing, local government, or regulated public sector environment.
- Proven track record of leading cross-functional teams or boards, driving strategic improvements, and delivering operational excellence in complex organisational settings.
- Experience of providing high-level assurance, reporting to senior leaders or external bodies on service quality and compliance.
- Demonstrable background in managing regulatory compliance, preparing for inspections/audits, and responding to sector change.
- Direct experience of working with housing management systems, performance frameworks, and reporting tools.
- Proven ability to foster collaborative working with a range of stakeholders, including frontline teams, senior managers, partners, and service users.
Technical Skills and Knowledge
- Proven experience of delivering high-impact performance reporting in a complex environment.
- In-depth knowledge of regulatory frameworks and statutory duties relating to housing and homelessness.
- Expertise in housing management practices, KPI methodologies, and performance frameworks.
- Excellent data analysis skills, including advanced use of spreadsheets, business intelligence (BI) tools, and dashboards.
- Strong report writing and presentation skills, with the ability to produce clear, persuasive, and audience-appropriate communications.
- Advanced analytical skills with the ability to translate data into actionable recommendations.
- Strong stakeholder management abilities, with a track record of fostering collaboration across teams.
The postholder will report directly to the AD of Strategy and Change and will regularly interact with the Chief Executive, elected members, regulators, and a broad range of stakeholders.
