Commissioning Officer, ASC
Role Summary:
We are seeking a proactive, resilient, and highly organised Commissioning Officer to support the strategic development, design, and delivery of adult social care services. Focusing on Day Opportunities, Carers support, and Prevention strategies, the successful candidate will play a pivotal role in shaping a vibrant, high-quality care market. Working in an agile, project-led environment, you will drive initiatives that promote wellbeing, early intervention, and independence for vulnerable adults and their carers across the council.
Key Responsibilities:
Project Delivery & Management
Lead and support complex commissioning projects across Day Opportunities, Carers, and Prevention services from conception to delivery.
Agile Working
Apply agile project methodologies to adapt to changing service demands, ensuring project milestones, document control, and strategic goals are met efficiently.
Stakeholder Engagement & Co-production
Build robust, collaborative relationships with internal teams, external providers, health partners, service users, and carers. Champion "co-production" to ensure services are designed alongside the people who actually use them.
Service Design & Market Shaping:
Utilise your strong understanding of preventative models and carer support networks to identify gaps in the market, design innovative service specifications, and shape local provision.
Project Documentation:
Draft, manage, and maintain high-quality project plans, options appraisals, equality impact assessments, and commissioning reports.
Performance & Contract Monitoring
Work closely with care providers to monitor service delivery, evaluate outcomes, and ensure compliance with quality standards and value-for-money metrics.
Essential Skills & Attributes:
Subject Matter Expertise
Demonstrable understanding of the Adult Social Care landscape, specifically regarding Day Opportunities, Carers'' needs, and Prevention/Early Intervention strategies.
Project Methodology Knowledge
Strong grasp of formal project management methodologies (e.g., PRINCE2, Agile) with the ability to manage strict timelines and comprehensive project documentation.
Proactive & Self-Motivated
A forward-thinking approach with the initiative to identify challenges early and propose evidence-based solutions.
Resilience & Adaptability:
Highly resilient with the ability to thrive in a fast-paced, changing environment, managing competing priorities with calm professionalism.
Exceptional Communicator:
Adept at translating complex information into clear, accessible language for a diverse range of stakeholders.
Knowledge & Experience:
Statutory Frameworks:
Working knowledge of the Care Act 2014 and its specific statutory duties around market shaping, prevention, and carer support.
Needs Assessment:
Experience utilising data (such as Joint Strategic Needs Assessments) to forecast demand and drive strategic commissioning intentions.
Procurement Cycle:
Familiarity with the full commissioning cycle, including market engagement, tendering, contract award, and ongoing performance management.
