Billing and Recovery Officer

About the Role:
One of my local government clients-is seeking an experienced Billing and Recovery Officer to support the Revenues team on a short-term assignment. This role is essential to ensuring effective billing and enforcement processes for Council Tax, helping maintain high collection rates and providing excellent service to residents.
Key Responsibilities:

Maintain up-to-date knowledge of Council Tax legislation, recovery policies, and case law.

Administer the recovery of Council Tax, including issuing final notices, summonses, and liability orders.

Handle inbound enquiries via phone, email, and letter, negotiating payment arrangements.

Refer and monitor cases with external enforcement agents, determining next steps on returned cases.

Represent the Council in court proceedings related to Council Tax liability when required.

Compile statistics and assist in software testing for Council Tax systems.

Ensure a joined-up approach to corporate debt recovery in line with legislation.

Prioritise and manage personal workload effectively to meet team objectives.

Demonstrate awareness of equality, diversity, and inclusion in all interactions.
Requirements:

Prior experience in a Council Tax billing or recovery role (public sector/local authority).

Good working knowledge of recovery enforcement tools, liability orders, and legal processes.

Strong communication skills and ability to negotiate payment plans empathetically.

Familiarity with Council Tax software (e.g., Northgate, Capita, or Civica) is advantageous.
