The post holder will support the Director of Operations AACC and the Head of AACC to lead and manage the creation, continuous improvement and consistent use of change and programme management methodologies, governance and standards across the portfolio, setting and communicating processes and standards; and embedding good practice.Role purpose / Summary

The Mid and South Essex Integrated Care System comprises the Integrated Care Board (ICB) and the Integrated Care Partnership (ICP). The ICS has a bold ambition to deliver improved outcomes for a 1.2m population through four Alliances. We place clinical and professional leadership and the voice of our residents at the heart of realising this ambition. This post is located in the Nursing and Quality Directorate of the ICB, which oversees cross-cutting programmes that support system maturity and development. The post holder will set and deploy standards for the delivery of ICB and MSE agreed system projects and programmes, ensuring they are delivered on time and within budget through the use of best practice methods and high-quality outputs.Key deliverables / Responsibilities

In conjunction with the Director of Operations and Head of AACC, develop working practice and modernisation through working smarter, systems thinking and self-directed support.Support the Director of Operations and Head of AACC in developing and overseeing the portfolio of agreed ICB and system programmes of work.Lead and develop the change management and programme management functions within the ICB and across the MSE system, providing cross-directorate support as required.Support programme leads to identify the scope, objectives and outputs of projects and prepare associated documentation (e.g., Business cases, project initiation documents, project implementation plans, benefits realisation and risk analysis plans).Embed robust governance and assurance processes to facilitate effective delivery of change/programme plans and projects, including tracking actions, monitoring progress, escalation of issues, and demonstrating benefits delivered from programmes.Develop and embed approaches that support continuous improvement in programme management through digital solutions, methods and tools used across directorates.Partner with project and programme leads to ensure change management is fully embedded, leading to changes in system behaviour and culture.Make decisions with accountability and escalate significant issues where appropriate.Contribute to setting long-term strategy and implement plans aligned to that strategy.Ensure change and programmes align with NHS Joint Forward Plan, ICS Strategy and NHS England policy requirements.Manage multiple staff members and budgets/income streams as applicable.Demonstrate acute business acumen to secure value for money and support service development, redesign and performance management for system-wide projects from concept to implementation.Knowledge, skills and experience

EssentialKnowledge of relevant systems and procedures; understanding of policies/practices within the field; awareness of NHS policies and priorities.Strong interpersonal and communication skills; ability to handle highly complex, sensitive information; ability to persuade and present to clinicians and senior management.QualificationsRelevant Masters degree or equivalent level of knowledge/experience; or extensive knowledge of specialist areas via postgraduate qualification or equivalent.Change/Project Management qualification or equivalent experience; evidence of continuing personal development.ExperienceSubstantial senior-level experience in the specialty; leading and delivering significant change programmes involving multiple stakeholders; budget responsibility and financial process knowledge.Partnership Working / LeadershipExperience in partnership working across local, regional and national stakeholders; leadership that is inclusive and values staff wellbeing and safe speaking up.Implementation of NHS People Promise and ICB Values across functions.Employer details
